In the afternoon of October 17, 2008, Beijing Drug Control Commission holds a meeting that address the propaganda of Law of Drug Control. In the meeting, it is ruled that: under the leadership of Beijing Drug Control Commission, based on the implement of Law of Drug Control and drug control volunteers, conceived in “near to people, grass roots and life”, focused on the idea of “no drugs in entertainment and public places” and “peaceful Olympic Games”, the propaganda of Law of Drug Control will step up our efforts to promote the building of no-drug communities and carry forward anti-drug culture. Besides, the meeting calls for all departments to be co-operative closely and ensure taking actions that suit local circumstances through enhancing designing and planning, so as to create an favorable social atmosphere for a “peaceful and harmonious Beijing”.
Relying on drug control volunteers from different districts and countries, and member unit of Beijing Drug Control Commission, as well as Volunteers of Beijing Narcotics Control Association, the propaganda job will go deep into communities, schools, companies, families, entertainment and public places, rural areas and networks for the propaganda of Law of Drug Control. In this activity, Anti-drug Commissions from all districts and countries and Beijing Drug Control Commission’s member units should add new task of “using internet” to their job content, except previous “six-ins”. In addition, taking advantage of “Beijing Anti-drug Online” website, Volunteers of Beijing Narcotics Control Association should actively participate in internet interacting under the organization of Anti-drug Commissions from all districts and countries and Beijing Drug Control Commission, which will offer fresh resources, demonstrate originality and publish feelings and experience. The job is aimed at creating a new internet situation of drug control job.
The propaganda will go from October to December according to three stages: training, central propaganda, summary and evaluation.
The first stage: training. Member unit volunteer organizations of Drug-control detachment from all districts and countries and Beijing Drug Control Commission will regulate and perfect corresponding registering checking in procedures and know about the present situation of volunteer teams. At the same time, according to the spirit of Notice About Promoting the Action of Drug-control Volunteers issued in 2004 by the National Ban Drugs Commission, the Central Committee of the Communist Young League, the All-China Federation of Trade Unions, and the All-China Women's Federation, new drug-control volunteers will be recruited in public, which will help expand our team of drug-control volunteers. During the time, the Volunteers of Beijing Narcotics Control Association will specially train the backbones of volunteers from all districts, countries, as well as member units in different time and size. The training will make them command the content of Law of Drug Control, find out the basic knowledge of narcotics and drug-control work, master the basic propaganda methods, and fulfilled the central propaganda comprehensively and perfectly.
The second stage: central propaganda. Relying on the publicity team of Law of Drug Control, based on education readers, wall pictures, public service ads issued by National drug control office, through various activities such as passing out materials, playing promotion film, hanging wall pictures, consulting, symposium, interaction of people, internet communication and so on, the propaganda will go deep into communities, schools, units, families, spots, country and internet.
The third stage: summary and evaluation. Each unit should analyze the propaganda job and exam the mistakes in the very beginning and take measures to make progress. Meanwhile, Beijing Drug Control Commission will hold the Prize-giving Ceremony for Top-10 drug control volunteers on the International Volunteers Day, December 5th. Volunteers who perform well in the central propaganda action and who have done a wonderful job in the year round work will be praised in the ceremony, which will inspire them to greater efforts. For those with outstanding performance, Beijing Drug Control Commission will report their advanced deeds to the National drug control office and they will be commended by the National drug control office, the Central Committee of the Communist Young League, as well as the Anti-drug Foundation of China.
